Strength training: any form of exercise that involves using weights or resistance to build strength in your muscles. It involves squats, push & pulls, hinges, and core work.
Barre: a mixture of yoga and pilates that is designed to lengthen and strengthen your muscles to create strength in flexibility.
Both forms of workouts can use weights or body weights only. Strength training may tend to use heavier weights or increase to a higher weight as time goes on, as opposed to barre exercises that will not tend to go higher than 5lbs. Additionally, both forms of workouts will also use resistance bands occasionally in the exercises as well.
At the end of the day, it comes down to how you personally like to workout.
